Culture
- Art Education-A Treasure or a Tool?
For Workshop on Integrating Arts into Education, Hong Kong, 2004, 4 pp.
This talk addresses the ongoing debate on whether art education should stand alone in the curriculum or whether it sold be integrated or blended within other subjects of the curriculum. Comparative illustrations and views are discussed.
Opening Remarks
For the Conference on the environment, Cultural heritage, and Tourism, Yangon, 1996, 3 pp.
- Philippine Decade of Nationalism
For DECS Educators' Congress, Baguio, 1989, 16 pp.
This speech was meant to launch in the Department of Education, and eventually in Philippine society, the centennial celebration of the greatest decade in Philippine history, starting with the breakaway from Spain, the rise of the national heroes, and the declaration of the Philippine independence.
The Uniqueness of Artistic Talent
On the occasion of the awarding of the Gawad Awards of the Cultural Center of the Philippines, Manila, 1988; 3 pp.
This was a very short piece giving the background for the awards and its significance. But it was so well received that it was widely circulated afterwards, on the initiative of the Cultural Center president, who wrote, "I want to send it to all the papers. I think it is one of the nicest tributes anyone has made to the artists and I think it ought to be read especially in this campaign that we are beginning on general awareness and institutional projection."
Filipino Migration to Hawaii
for Annual Conference of American Studies Association of the Philippines, 2005
I was asked to write an article on the first part of this history of the arrival of the Filipinos in Hawaii for the centennial coffee table book marking the occasion. (The text of the article is in the Read Victor section of this website). Upon returning to Manila, I was asked to talk about this fascinating history from a social science and education perspective.

Commencement Address
For the Philippine High School for the Arts, Makiling, 1990, 7 pp.
In this speech, I take on the persona of Jose Rizal and talk to the graduates in a way he might have spoken to them if he were there on that occasion, on art, on patriotism, on youth, on potential, on "being an ordinary person with an extraordinary gift."
