  Part of the work of the Delors Commission was to commission authoritative articles on major aspects of education as inputs to their work. These articles were eventually published as a second volume of the Commission. This is the chapter on basic education that I was asked to write.

  Performance of Bilateral and Multilateral Agencies In Basic Education: an Analysis

  As overall coordinator of EFA, it was my responsibility, among others, to keep track of the EFA efforts of bilateral and multi-lateral partners. I commissioned a research study this effect, and wrote this article highlighting not only performance, but historical trends and emerging issues.

  There is a perceived lack of collaboration and mutual support between the higher education and the basic education sectors, in spite of the obvious synergies involved, partly because of the different sub-cultures and operating modalities of these sub-sectors. This article points out the many ways the two can support each other and lays out a number of approaches to strengthen this symbiosis.

• As Spokesperson for the World Education Forum sponsored by UNESCO, the World Bank, UNICEF, UNDP and UNFPA, I was asked to provide a brief overview of their current status of the 10-year campaign for education for all.

• The following two articles were widely distributed in preparation for the World Education Forum on EFA, on behalf of the sponsoring agencies. They give a summary of progress towards EFA in the decade 1990 - 2000.
