the years. I was asked to recount my work experience and its impact during my ten years with the organization. I was thus forced to systematically crystallize and analyze my memories of those years, as well as its successes and challenges. It therefore became an intensely personal account.

- In an anticipation of the visit of President Bush to the Philippines, USAID was commissioned to prepare background papers on the social sectors of the Philippine economy. USAID in turn subcontracted the Agency for the Education Development, for whom I did this paper.
The State of Rural Education

- In preparation for their annual major symposium, INRULED commissioned me to prepare a major research and policy paper on rural education worldwide. The paper was used not only for the symposium, but also translated into Chinese and widely distributed throughout China, which has by far the largest rural population in the world.

- Knowing ahead of time that I would be unable to accept their invitation to keynote their major conference on employment and employment in Manchester, the UNEVOC Director asked me instead to prepare the main background document for the conference, expanding its scope beyond technical skills for employment to empowerment through a range of skills development.
